India's 'Other' Terrorism

The terror attacks on Mumbai made headlines around the world. When the dust settled, we found ourselves asking the same questions, "How did this happen?" and "What could we have done to prevent this?" But while India and the world contemplates the causes and consequences of these attacks, we ignore India's "other" terrorism: From late August through October, organized Hindu extremist groups committed systematic attacks killing more than 100 people, mostly Christians, in the eastern India state of Orissa. Most worrying, the terrorists responsible for Orissa's violence remain at-large and have explicitly threatened to repeat their attacks on Dec. 25.

Three Hindu extremist groups—the RSS, VHP, and the Bajrang Dal—are responsible for this autumn's violence, destroying some 4500 homes and burning 147 churches. The dead are mostly Christians and some moderate Hindus. Father Akbar Digal, a Christian, was beheaded after three times refusing to convert to Hinduism. Gayadhar Digal, a Hindu, was hacked to death and his wife and son nearly killed for appearing sympathetic to Christianity. Others have been burned alive and beaten then buried alive. Some 40,000-60,000 sought refuge in the forests where they were further hunted. Hundreds remain missing. Over 11,000 remain displaced, and the attackers have threatened to kill them upon returning if they do not convert to Hinduism.

The attacks have been alarmingly systematic. Repeating tactics used by these groups in similar attacks last year, the August attacks began with cutting down trees to block the roads and cutting phone lines to block communications. Mobs led by these extremist groups were armed with guns and machetes, shouting slogans such as "Christians must become Hindu or die. Kill Them. Kill Them. Kill Them." The same groups have organized related attacks across the country, the best known being in Gujarat in 2002 where some 2,000 Muslims were killed.

In each of these cases, violence continued for weeks without intervention by the state, and the perpetrators have enjoyed impunity thereafter. Six years after the Gujarat killings, there has been only one conviction. There were no convictions after the December 2007 violence. Without any punishment, we can expect these extremist groups to continue terrorizing civilians as a tactic to impose their will on the state and drive out minority religious communities.

In fact, threats of renewed violence in the coming weeks are so clear that if we ignore them and violence escalates, nobody can say we "didn't know." The extremists remain at-large and have demanded that the Orissa government pass several laws to further suppress Christianity. Failure to impose these laws, they threaten, will result in more violence through a ban on all public activity on Dec. 25—enforced by club-toting members of these groups—effectively prohibiting Christmas festivities.

Responsibility for preventing further violence lies with the Indian government. The attacks in Mumbai have shown that when terrorists strike at Westerners and expensive hotels, Indian security forces can react and kill or arrest the terrorists within days. In Orissa, by contrast, two months into the violence, victims were still being burned alive.

Orissa's chief minister, Naveen Patnaik, does not appear to be a Hindu nationalist zealot. But he is politically beholden to parties that use this violence to rally votes. At the national level, federal security forces finally came to stop the violence—after two months. However, Prime Minister Manmohan Singh has not banned the parties responsible despite calls from advisers to do so, perhaps because doing so could be bad for politics in this Spring's election. This element of government sympathy and political hedging make international condemnation all the more important. The international community should do its part to ensure that banning violent extremists and ending impunity for them is to India's political and economic advantage. However, if the West is to speak more loudly on this issue, it must do so in the name of counterterrorism, religious freedom, and the fundamental human right, not because it is Christians who were attacked this time.

The U.S. public response has been almost entirely the result of mobilization by Christian groups with close ties to churches in Orissa. But the public coalition that can and should unite behind this is much larger. Darfur's atrocities provoked an unprecedented American constituency for stopping genocide. While this constituency continues pressing for peace and protection in Darfur, situations like Orissa that are more tractable and still in their formative stages offer an opportunity to achieve the most important goal of fighting genocide and atrocity: prevention.

This issue must not be swept aside in the aftermath of Mumbai's attacks, but raised as an important part of India's role in fighting terrorism within its borders. The U.S. government should consider naming the individuals responsible for leading these groups as terrorists by adding them to the U.S. list of "Specially Designated Nationals." It should also began investigating American charitable organizations that appear to be providing funding for these groups, and ask that India investigate terror financing on their side in parallel.

U.S. President George Bush and President-elect Barack Obama should end their silence on India's "other" terrorism. Every U.S. government official whether in Congress or the administration, should raise Orissa in the course of their other dealings with Indian officials, and ask what their plan is for ending impunity for domestic terrorism. How will they investigate and punish those who plan and lead these attacks? How will the state and federal government ensure that next time it does not take two months to stop the killing? It is not too late to head off mass killing in Orissa this Christmas, and to prevent it elsewhere in India where it is sure to recur if it again goes unpunished.

How true the article is. There are many views about it. but the fact remains no matter how much you write against it. The 3 organisations mentioned must be banned for ever as they are big culprits and they are damaging the secular fabric of india once and for all. Like Modi, no member of this organisation must be allowed entry into any christian or muslim country. Ofcourse, money must continue to be poured into india for the minorities and these 3 organisations cannot stop it. The "other" terrorism is pre-planned by these zealots and the media is doing the right thing to show it to the world.Now it is for the world to see and react.

The recent history is full of minority abuses in India - whether they are Christians in one part or Muslims in another. People who call India a secular state must reconsider their thoughts. The media seldom reports on day-to-day havoc that Hindu extremists create for the minorities in India.

It is interesting how so many people have associated the Moaists to Christians when the two have been battling since the Maoist movement took a stronghold. I also find it interesting how the Hindu's find some incident involving an ascetic and a possible Christian connect then use that incident to justifying the torture and killing of all Christians in that neighborhood. Excellent one sided propaganda. How will it be if I ask the author about America's Other Terrorism - the state of African Americans in their society. One Obama does not mean that racism in the US has gone away. if Mr. Chad would care to analyse the way the Southern States voted against Obama he will be aware of the racism which exists in his backyard. Many Christian missionaries are active in proselytization or conversion of low caste Hindus all in the name of economic development. Writing selective articles based on selective experience does not become terrorism. Mr. Chad kindly concentrate on improving the lot of Blacks in your country who are also Christian. One in 5 black men has no college degree and the US police are the most racist organization in the world. Did I hear someone say "People who live in Glass Houses Should Not Throw Stones at Others?"

It is a totally biased article.The amount of money poured in india by christian missionary groups is very large.It is used largely for conversion.Why should christians be so strong on conversion is clear,they want political strength.The news media in india is funded heavily by christian groups hence the bias of media towards hindus.

Coersive conversions invite violence. This is true of many countries and religions. In Saudi Arabia one could be imprisoned for even talking about a religion other than Wahabi Islam. Many Christians have been lashed and deported for having prayer meetings for other Christians. We don't hear of Christians protesting vehemently or see them hold processions with banners against discrimination in Muslim Countries. Can you imagine what would happen if Islamic Clerics or Hindu priests tried to convert Baptists in the American Deep South ? They would be up in armed uprising and bible-thumping preachers would be condemning us to hellfire and damnation !! !! Informed conversions are common in western countries where the literacy level is high. There is no such thing in India where the average tribal does'nt give a hoot whether his prayer is directed at Christ, Allah or the village diety as long as he gets his daily roti and a pair of sandals. The problem with missionaries of any brand is their utter contempt for any religion other than their own. They describe local customs in a derogatory manner and generally trod roughshod over peoples sentiments, hence the violent reactions that we witness occasionally. I wish this Chad person would pay a visit to Saudi Arabia. I would gladly host him and post bail when he is arrested.

Very clever one sided propaganda this! The author cleverly fails to mention the work of some Christian evangelical groups who have formed a partnership with the nominally athiest Maoist guerillas in the region. The current spate of violence started when the Maoist-Christian cabal sent a group of murderers to eliminate prominent Hindu priest. The 88 year old Hindu priest and 20 of his associates, including women, were hacked to death by a Maoist mob for their efforts to peacefully protest against Christian activity in the region. Any resort to violence to resolve political matters is condemnable. Indeed India has a burden to bring to justice the Hindu mobs mentioned in this piece. But to portray a complicated tribal, Communist, religious situation as a "Hindu mobs gone mad" situation is both risible and self-defeating.

Great article but completely biased and targeted at the three organizations. The author conveniently ignores the incidents that led to anti-christian violence in Orissa. Since the past several years Christian missionaries have been aggressively converting innocent Hindus by spreading false rumors about Hinduism. The Christian missionaries ganged up and murdered Hindu saint Swami Lakshmananda and four of his disciples in cold blood and that too a day before one of the most important Hindu festivals. I have come across literature from Christian missionaries in which they vehemently condemn and write trash about Hindu religion, practices, culture, traditions and even our Gods. India has been a land of tolerance and has welcomed people of all faiths to life fearlessly, practice and even propagate their religions without any hindrance. But this tolerance and freedom has been blatantly misused by Christian missionaries, who have systematically embarked on an agenda to kill the oldest religion in the world, Hinduism, in its own home and place of origin. It is these kind of false propaganda, murders of Hindu saints, and forced conversions that the three organizations named in the article are against. About the Gujarat violence of 2002, the author seems to have completely ignored the fact that the violence was triggered off by ruthless burning of a train compartment full of unarmed "Devotees of Lord Rama" by Muslims. Lastly I find it a wonder that the author has noticed only the killing of Christians and Muslims in India. He has not mentioned a word about the 20-year long genocide of Hindus in Kashmir. Or perhaps the author feels that the lives of Hindus are worth nothing... not even a mention in his article which is clearly targeted at tarnishing the image of three nationalistic organizations which have done yeomen selfless service to the nation during the past several decades. @ Rakesh, You obviously are unaware of the good work done by RSS, VHP and Bajrang Dal. Your knowledge is limited to the media portrayal of these organizations. Go out into the rural echelons of India and you will find out what these organizations have done. Read about who buried the dead bodies after Andhra Cyclones, Gujarat earth quakes, Orissa Cyclone. Who are working towards educating the rural masses in Rajasthan, Gujarat, Madhya Pradesh? Definitely not the christian missionaries, it is the schools run by these very organizations. Before making these kind of sweeping statements, it would be better if you read and see for yourself what has been done.

I know my comments since yesterday are not published. Just check this news...how it is like a communist day planning, an MP is suspected to be involved. The violence mentioned in the above article in which 3 were killed had seen AK47s, those AK47s were used against hindus !!! So also in terms of money, legal , media and political power. The christian lobby in delhi is open. If there is a fear - and I doubt that, then it is due to something else...you will not understand this aspect of distant humans when modern nature is subdued to technology. The article that you published is an entire bogus story. Look at the interest of these people for floating such stories, who are cruel to ignore the gruesome massacres. West is in decline because of such bogus stories, you float the Jehadis one day, and then fight them when they turn against you. Too expensive.

While the activities of the hindu extremists have been reprehensible, the author has not taken into account the role of christian missionaries. Christian missionaries have been proactive in states like Orissa.The author has not acknowledged that in places like North East India and Kerala, Christians have been free to practice their faith. The Government of India should take measures against ALL religous extremists.

you dont mention for your readers the reason the christians were targeted in the first place... it was not because they were christian ... it was because they were going around converting poor hindu people to christianity by offering money... while it does not excuse the idiotic fundamentalists... for the killings... i wonder why it is that you resisted from presenting the whole truth so your readers can judge the situation knowing the whole truth.. ?? you are a typical sensationalist along the line of pseudo-intellectuals like 'genocide-chick' samantha powers... shame on you ....

This article is based on half-truths. Any violence is to be condemed. But the violence was in tigated by Christian Evangalaists. They killed a Hindu preacher, which triggered the riots. Christians propogated their religion without strife before the advent of these Christian Evangalaists. This aggressive, manupulative actions by Christian Evangalaists resulted in this backlash. This is not to condone violence but to give a background on the story. Please note that Jews & Parsis, who came to India and number in a few thousands have had religious freedom before the American Declartion of Independence. Please do not spread falsehood.

Hindu Terrorism against Christianity has not been exposed by American main stream media. This is a shame. The Bush Administration has considered India to be a useful pawn in South Asia, and has been reluctent to embarass India. American Christian groups should be much more proactive in fighting Hindu extremist's terror tactics.

Sir, The article doesn't highlight the fact that christians of that area have more AK47s, much better financed , and have much better access to legal help through church network than hindu tribals, if Hindus have guns at all. On the day of Sei Kishna birthday festival of hindus, the christian groups among the maoist faction in collusion with local church is suspected to have slaughtered a highly respected hindu ascetic of that area. The Assailants had fired: * 7 rounds onto Amrutanand-ji. * ? round onto Kishore baba * 9 rounds to mother Bhaktimayi. * 22 rounds from an Automatic rifle onto Swami Laxmanandji, 22 bullets were sprayed onto the swamiji from his head to lower stomach from an automatic rifle. They had cut down one leg of swamiji with some instrument The article fails to mention this terrifying incident, and therefore gives a biased view. The Indian govt failed to protect the hindus from christian terrorists too.

Thank you Mr.Hazlett, my family is still providing shelter to about 15 victims from Orissa. Attacks on Mumbai made international news but burning Christians alive in India with the threats to convert to Hinduism is left as an internal matter. The US and UN should raise atrocities on Christians in India a major issue in preventing genocides.

An extremely one-sided article. While I don't condone anyone who kills (whatever be the provocation), this article fails to mention that the spark for this round of violence was the killing in Orissa of a Hindu religious leader who opposed conversion of tribals to Christianity. If Christians have a right to convert people, Hindus have every right to resist conversions considering Hinduism is rooted in this ethos of India while Christianity in India is an alien importation. Let us hope both who to seek to convert and those who resist conversions follow their convictions peacefully.

The individuals that commit these heinous crimes as outlined in this article should be brought to trial immediately. These kinds of atrocities should not be condoned. However, Chad Hazlett has expressed a very schizophrenic view when he equivocated between what has happened in India and what is continuing to happen in Darfur: in doing so, he has cast serious doubts on the motives behind this article – whether to inform or to malign. The RSS is one of the oldest charitable organisations in India and may be a Hindu nationalist organisation but this does not necessarily makes it an extremist group. Further, many Indian writers have either taken the view of Hazlett parrot a narrow interpenetration of what happened through a religious prism while others (and I believe these have more credibility) had taken the time to investigate and research the context of these heinous crimes against the many innocent civilians in the Christian community of that area. There is much more than a simple Hindu – Christian dimension to the issue; cast, scheduled tribes and the other complex formulations that characterised Indian society and government reservations were highlighted as being intimately intertwined in the repugnant violence that transpired. It is not the simple equations that the likes of Hazlett would like the public to believe.

Read what the article didn't inform you and thank this author The violence started because organized christianity massacred a 80+ year hindu ascetics, along with the ladies members of the Ashram. Ten to Twenty people arrived in a sports utility vehicle into the rural Ashram of a hindu seer around 8PM in the night. They carried knifes, AK47. An 80+ year old ascetic was searched in the Ashram, one room and its occupants were slaughtered. They opened the other room, massacred a lady assistant of the ascetic, blasted open the toilet door....21 bullets were sprayed on this 80+ year man, his leg was cut using a knife. A child who had ran away onto a tree then described this. The most unfortunate incident is the cover up in its aftermath. In that area, AK47 wielding maoists gorillas operate. They have had an almost split - Initially they spewed venom on the christian fathers who paid these christian maoists to slaughter the hindu ascetic. Now a days, they are in tank...The killers are at large. Last year, the christians had blocked this ascetics path using a public bus, and then attacked his vehicle. His driver was deft enough to get out of there. There are violent elements who work for church, including the AK47 weilding people. When the ascetic took vow in 1920s, that area didn't have any christians, christians were ruling us. Now they kill and slander hindus. About medicines, this ascetic was working in that tribal area since 20+ years, and people were not converting to christianity because of presence of Swamy Laxmananda - An 80+ year religious man. They eliminated him. They have filed reports to block enquiry to this incident. The church is rather disruptive, in name of medicines they are engaged in spreading religious slander - which they are so good at. Ofcourse they have several times presence in terms of money and in media than the hindus have.

Excellent piece! We need more such writers coming out with more such articles on violence perpetrated by criminal gangs who terrorise innocent civilians. Nothing short of abomination on part of these so-called saviours of Hinduism, these goons have nothing to do with the religion, nor its millions of followers who are a peaceful lot. The writer who begins the story by repeating several questions raised by those discussing the recent Mumbai terror attacks, would however do well to look into the reasons for the crimes against innocent Christians as well. While it is one thing never to condone terrorists - of whatever hue - I'd rather suggest that brave writers like these must look into the reasons of the "Whys" and "Hows" of such acts of brazen terrorism. I am personally for absolute freedom to choose one's religion. That's what India, the liberal democracy that it is, taught me. And our constitution provides for conversions. Our administrations don't terrorise spiritual groups, unlike what the American or Russian agencies do (remember how they arrested and deported many like Osho and many others over the years?) But "coercive" conversions are in their hundreds of thousands. And that's when tensions like what you see in Orissa and the tribal belts arise. So, while it's perfectly all right to convert on one's own volition, it's yet another dimension of religious bigotry to allure or force someone into another religion (whatever it may be). When that happens, there's no difference between the terrorism of the perpetrators and of those who indulge in forced conversions. Let's live free of such coercions. And a word for those Hindu "saviours" - please work to demolish the caste system in India. And do more of what the great Christian missionaires are doing in terms of medical aid, free education, and respect in society. If these Hindu organisations like RSS, Bajrang Dal or others, do what the Christian missionaires are into, they can stop India's poor and downtrodden from falling victims to forced conversions and such other abominations, and avoid such mindless conflicts.
